The thesis of the crisis of administrative law and the problems associated with the functioning of public administration in an increasingly complex world are not new. The scientific discourse emphasizes the multidimensionality of this issue, both in terms of the crisis of administrative lawmaking and of its application and enforcement. On the one side, the enactment of administrative law is often imbued with an instrumental approach whereby it ceases to be tool for administration, and paradoxically becomes an instrument for the accomplishment of short-term political goals that dismiss relevant long-term general policy objectives. On the other side, the crisis at the level of the application of administrative law is evidenced by, among others, lack of predictability of public administration bodies and courts and contradictions in their decision-making, the fetishization of linguistic interpretation (or, on the contrary, the application of functional interpretation to the verge of contra legem interpretation), or the disregard of European Union rules and standards.

It is impossible not to put these considerations into a broader context - the uncertainty of post-pandemic times (is it really "post"?), Russia's aggression against Ukraine or the changes in social, economic, and energy conditions associated with these events. This conference gathers prominent specialists, both scholars and policymakers, who will present their work and perspectives on contemporary problems and challenges faced by public administration in various countries, with emphasis on the issue of the role and limitations of administrative law in face of a scenario of permanent crisis. The aim of the conference is to present perspectives and positions on the crisis of administrative law from different European Union countries. While undoubtedly, contemporary challenges and threats to public administration may have a common (or at least similar) source, due to diverse local conditions, their assessment and remedies for overcoming them may differ. Hence, this conference will offer extremely valuable insights from a comparative point of view. We hope that the various presentations of ongoing cutting-edge research will be a source of inspiration for further scholarly research in this area and that they will contribute to the policy debate on how to effectively address the crisis of administrative law.
